The editorial concerning expansion of Gross Reservoir in the Camera’s Sunday paper omits one important fact. Eighty percent of water flowing from Gross goes to agriculture, not to municipal use.
There is the solution to this problem: it is called ATMs — alternative transfer mechanisms. Unlike “buy and dry,” where municipalities buy water rights from farmers, it is the leasing of water in years of drought. Currently it is being used by smaller entities, but certainly a better solution for additional Denver Water than the antiquated proposal for tripling the capacity of Gross Dam.
